Sept. 20, 2014, Saturday (1:30 p.m.) — Police are investigating the death of the Medicine student who was electrocuted by a live wire on España Boulevard on Friday amid flooding caused by storm “Mario.”
The Sampaloc Police Station said it received a call from a security guard at around 5:00 p.m. Friday that Medicine sophomore Siegfreid Nathan Arcilla, 22, was rushed to the emergency room of UST Hospital. Arcilla, however, was declared dead on arrival by attending physician Dr. Eric John Marayag, station commander Police Supt. Mannan Caracas Muarip said in a memorandum to the Manila Police District (MPD) headquarters.
Arcilla, however, was not the lone victim of the live wire on España.
At 4:45 p.m., the station received a call from UST Hospital reporting that Far Eastern University student Cedric Fabie, 18, had been electrocuted on España Boulevard near corner F. Cayco, and was under close medical attention (A source earlier said the age of the victim was 19).
Fabie was walking on flooded España Boulevard in front of UST Gate 1 at 2:30 p.m. Bystanders rushed Fabie, a native of Candelaria, Quezon, to UST Hospital.
“This station immediately called up Meralco Action Center … [to] cut off the electric line in the area,” Muarip said in his memorandum.
Despite this, Arcilla was electrocuted “along the said place,” Muarip said.
Muarip said his station was conducting an investigation but the MPD homicide division also “took cognizance of the case.” Arriane F. Merez
