ASSOC. PROF. John Manuel Kliatchko, assistant dean of the Faculty of Arts and Letters (Artlets), was named council secretary of the newly convened Multi-Sector Governance Council (MSGC) of the National Center for Mental Health (NCMH), the country’s largest mental health institution.
Kliatchko, the president of the Psychological Association of the Philippines (PAP), was appointed to the role on July 30.
“This appointment reflects a continuing commitment to advancing mental health governance, strengthening public service, and fostering meaningful collaboration across sectors,” a post in the official Artlets Facebook account on Aug. 5 read.
Kliatchko graduated from the University in 1986 with a bachelor’s degree in behavioral science and earned his master’s degree in psychology in 1998.
In 2009, he obtained his doctorate in psychology from the University of the Philippines.
After a brief stint as Artlets secretary, Kliatchko was appointed assistant dean in January 2024, succeeding Prof. Melanie Turingan-Marcos, who became dean.
He previously chaired the faculty’s behavioral science program and the defunct interdisciplinary studies department.
The Artlets assistant dean was elected president of the PAP in September 2025 after previously serving as the association’s secretary and vice president.

Along with Kliatchko, Prof. Marc Eric Reyes from the Department of Psychology also serves as member of the MSGC.
Located in Mandaluyong, the NCMH is the country’s largest mental health institution dedicated to delivering preventive, curative, and rehabilitative psychiatric and mental health care services.
The MSGC serves as an advisory body to NCMH, providing strategic guidance, performance monitoring, and support for institutional reforms, and is composed of stakeholders from the public, private, and civil society sectors. Yuahn Zachary B. Guilas
