AN ALUMNUS of the UST Graduate School of Law has been named Philippine ambassador to Vietnam.
Francisco Fernandez III, who obtained a master of laws in 2008 and is a candidate for doctor of civil law, was the director general of the Foreign Service Institute under the Department of Foreign Affairs (DFA).
Fernandez’s new post is important as he will represent Manila before another claimant country to the Spratly Islands and a fellow member of the Association of Southeast Asian Nations.
He is also not new to the maritime issue as he had been posted in China and was the Philippine representative to the International Maritime Organization.
Fernandez earned his political science and law at degrees at the University of the Philippines.
Fernandez topped the 1994 Bar examinations in his second attempt, scoring 89.2%..
He received the Gawad Mabini, with the rank of Dakilang Kamanong (Grand Cross), a presidential award given to distinguished DFA personnel, in July. Louisse Raye Shara C. Santos
