The Bill & Melinda Gates Foundation donated $319,147 (roughly P15 million) to the City of Manila in February 2020 to procure “off-grid toilet products and utility services in low-income communities that are not safely reachable by incumbent toilet technologies or utility services,” not to fund Domagoso’s presidential campaign.

CLAIM: Manila Mayor Francis “Isko Moreno” Domagoso received $15 million from Bill Gates to fund his political campaign.

RATING: False

Presidential aspirant Jose Montemayor, Jr., claimed during the CNN Philippines presidential debate on Feb. 27 that Manila Mayor Francis “Isko Moreno” Domagoso received a $15-million donation from Bill Gates for his political campaign.

“E paano naman po ‘yung $15 million na binigay ni Bill Gates, isasauli niyo po ba iyon?” Montemayor asked Moreno after the latter explained why he was the only presidential candidate who did not agree to returning excess campaign funds.

“There is no such thing as 15 million dollars,” Domagoso responded. ”It is prohibited by law, bawal pong tumanggap ng ganong klase. Wala po, it’s not true, I don’t know where you got it.”

Montemayor was wrong.

The Bill & Melinda Gates Foundation donated $319,147 (roughly P15 million) to the City of Manila in February 2020, to procure “off-grid toilet products and utility services in low-income communities that are not safely reachable by incumbent toilet technologies or utility services.”

The money was not used to fund Domagoso’s presidential campaign.

The Gates’ P15-million donation had also been used by anti-vaxxers to dissuade Manileños from receiving Covid-19 vaccines. This has been debunked by the Special Projects division of Manila’s Office of the Mayor here. Christine Joyce Paras and Allaine Cruz
